Assumptions
- Nominal capacity and usable capacity are different things: a package is rated for a nominal quantity and, in practice, holds a fraction of it.
- Packages are indivisible — a part-filled package is still a package, so the count always rounds UP.
Limitations
- A count, not a packing plan. Nothing here establishes that the package is suitable, compatible, lawful, or safe for the commodity — that is a matter for the packaging specification, the applicable standard, and the regulator.
- Assumes uniform packages and a commodity that divides freely.

- Full packages are filled to their usable capacity; whatever is left over goes in one further, part-filled package.
Limitations
- Zero means the quantity divides exactly — not that no package is needed.
