What AgricultureID knows, what it has looked for and could not use, and what nobody has looked at yet.
“AgricultureID has no record of a German pesticide register” and “Germany has no pesticide register” are completely different statements. The first is true; the second is false. A blank cell invites a reader to make the second inference, so no cell on this page is blank: each says which of several very different situations it is in.
There is no completeness percentage here, because there is nothing honest to divide by. Where a set is closed — the Member States of the European Union, the states of the United States — coverage is counted against a list written from the instrument that constitutes it, never from this corpus. Where it is open-ended, the page reports what the corpus holds and says that is what it is reporting.

Where a layer does not arise
Below the national level most of these layers are not incomplete, they are inapplicable. Showing “not yet indexed” against a US state for pesticide authorisation would invite a reader to wait for something that is never coming.
- Input authorisations — Authorisation of a plant protection product is a national decision under national law. A state, province or territory does not issue one.
- Variety registrations — Variety registration and plant variety rights are granted nationally or supranationally. A subdivision maintains no register of its own.
- Market statistics — The statistical series in this corpus are reported by national statistical authorities to international bodies, and are published at country level only.
- Compliance requirements — The compliance topics here are national or supranational instruments. Subnational rules exist but are a different subject, not a missing part of this one.
- Biosecurity listings — The listings here are recommendations by an intergovernmental organisation to its member countries. A subdivision is not a member.
- Support programmes — The programmes here are national or supranational schemes. Subnational schemes exist and are outside what this layer indexes.
- Extension resources — Extension services are indexed by the institution that publishes them, not by the subdivision they serve.
- Official registries — A registry is indexed against the government that operates it. Those operated by a subdivision are recorded against that subdivision directly, not as a gap in the national row.
